i. Officers under the Central Government or State Government or Union Territory Administrations or public sector under- takings or recognised Universities or recognised research institutions or autonomous bodies or statutory organisations holding analogous post on regular basis in the parent cadre or department;

ii. or with five years service rendered after appointment thereto on a regular basis in posts in Level- 6 in the pay matrix (35400-112400) or equivalent in the parent cadre or department; and possessing Bachelor's degree from a recognised University or Institute; and two years experience in administration and establishment.
