Qualification in Details:

The position is specifically for the requirement of ONE, Lead Consultant - Community Processes / Comprehensive Primary Healthcare (CP-CPHC), purely on contractual basis.

a. Lead Consultant – Community Processes / Comprehensive Primary Health Care in NHSRC

b. Roles and responsibilities:
1. Lead the team on technical assignments as per the requirement of the Community Processes- Comprehensive Primary Health Care Division to deliver on National Health Mission’s current priorities including Ayushman Bharat
2. Provide policy and program support for CP-CPHC as needed at both National and State level
3. Draft program specific guidelines, policy briefs, and develop training materials, guidelines etc. for the programs facilitated by CP-CPHC division
4. Work with programme divisions in the MoHFW in delivering the mandate of CP-CPHC division in alignment with the National Health Mission framework
5. As required engage with the senior policy makers at Central level by representing the division in meetings, carrying out advocacy, presenting evidence from State field visits etc.
6. Guide State Technical Counterparts in policy and programme implementation in relation to programs and projects facilitated by the CP-CPHC Division
7. Gather and analyse evidence from field review visits from different states/districts to inform policy and advocate appropriate changes
8. Undertake implementation and operational research and assessments for improving the programs and policies
9. Mentor and support the team members, and assist the Advisor in tasks related to crafting individual responsibilities, undertaking performance appraisals and conducting team meetings.
10. Prepare annual work plans and budget of the Division in coordination with the senior consultants and other team members
11. Organise and oversee the operations of the CP-CPHC Division to realise optimum and timely work outputs.
12. Track progress of projects, correct delays and update Advisor on regular basis
13. Work across divisions with other lead/senior consultants and serve as the nodal member for cross divisional activities.
14. Lead the work of the Division in the absence of the Advisor to ensure continuity and efficiency
15. Undertake such other assignments, which may be assigned from time to time by the Advisor of the Division and the Executive Director

c. Qualifications and Experience:
1. Medical/Dental/Health Science Graduate with Post Graduate qualification in Community Medicine/Public Health/Health Care Management
2. Have at least 10 years of post-qualification experience in implementing and supporting large scale health care programmes in community health and primary healthcare; Experience of working in the public health system and research would be highly desirable
3. Deep understanding of public health issues in India and role of various stakeholders
4. Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously and beyond office hours to meet the timelines for assignments.
5. Computer Skills: Proficiency in commonly used packages like MS Word, Excel, Power Point. Ability to use internet to for desk research, literature review and accessing other relevant documents. 
6. Essentially a team player with demonstrated ability to work in a multi-disciplinary team along with good interpersonal abilities,
7. Good communication skills in English - both written and oral, presentation skills, ability to write analytical reports are all essential. Working knowledge of Hindi desirable.
8. Ability to carry out the given task on his/her own or with minimal supervision

d. Location: New Delhi with extensive travel to states and Districts

e. Consultancy Fee Band: Rs. 1,30,000/- to Rs. 1,70,000/-. *Fee offered within the band will be commensurate qualification and experience
(Lead Consultant shall not be entitled to any other benefits, payments, subsidy, compensation or pension, except as expressly provided in the consultancy agreement. The Lead consultant shall not be exempt from taxation and shall not be entitled to reimbursement of any taxes which may be levied as per existing rules on the remuneration received)
