Qualification in Details:
Program Manager - Standards (CDG-CCSG)
1. Roles and Responsibilities: The Program Manager will lead the Standards Team and get the opportunity to drive the creation of foundational urban sector standards under the first flagship program- Citizen Centric Smart Governance (CCSG). The standards would need to be developed in a collaborative and consensus-driven approach, in synchronisation with the NUIS guiding principles of ecosystem-driven approach, interoperability, minimalism, unbundling, evolvable, federated architecture, and extensibility. This will expedite the creation of new, localised and contextually appropriate local solutions as per the needs of ULBs and States.
2. The Program Manager – Standards will report to National Program Head, CDG and will be responsible for following tasks:
1. Prioritize domains for standards formulation
2. Assist in constitution of Domain Working Groups (DWGs)
3. Administration, supervision and coordination of Domain Working Groups (DWGs) and taking actions as needed
4. Facilitate and organize domain specific insights, research, consultation materials for DWG members
5. Convening and supporting in making Minutes of the Meeting/ Action Plan for driving progress of the DWG meetings for timely development of the standards by building consensus.
6. Organizing, attending and making presentations at meetings, consultation workshops, webinars and events
7. Support in miscellaneous job-related tasks as needed
3. Qualifications:
a. A degree in information technology, business administration, engineering, economics or related fields. A post-graduate or equivalent degree will be an added advantage.
b. Should have 8-10 years of relevant experience with technological knowledge of ICT, software based systems, e-governance system etc.
4. Required Skills and Competencies:
a. Should have working knowledge of open source systems, Taxonomy, APIs, data Models, Data Management, Data Security etc.
b. Should have experience of working in a team for development of the ICT standards for a min 2 years. The team can be an internal team/Industry working group/ Systems committee/ Industry led consortium, etc.
c. Strong analytical, conceptualization and communication skills and advanced skills in the MS office suite.
5. Additional considerations that will be a plus:
a. A Working level association for development of standards with Bureau of Indian Standards/an International Standards body will be added advantage.
b. Prior experience of managing programs in government capacity building domains.
c. Demonstrated experience of having managed multi-stakeholder projects at scale with internal and external teams.
d. Enthusiasm for open platforms, technology and social impact.
e. Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners and authorities at different levels with an enthusiasm for participatory governance, technology and social impact
f. Should be able to work in a fast-paced environment, be agile, enthusiastic, adaptable, have willingness to learn and time-management skills.
g. Should be willing to work at the Institute on a full-time basis
6. Location: Based out of the office at NIUA, New Delhi
7. References: Reference letters from two references to be included with the CV.
8. Remuneration and Experience Certificate: At par with the industry standards, depending on experience and skills. Proof of past remuneration (last received salary/monthly contract payment) would be required.
9. Notice Period: Notice period for termination from either side will be fifteen days or salary in lieu of.
