DETAIL OF CENTRAL ELECTRICITY REGULATORY COMMISSION (CERC) BENCH OFFICER, PAY & ACCOUNTS OFFICERS RECRUITMENT:

BENCH OFFICER:

    1. Qualifications :- Degree in Law.
    2. Qualifying Service:- i) Holding analogous post on regular basis; or; ii) With Four years regular service in the scale of Rs.8,000-13,500(Prerevised) Revised scale PB-3: Rs.15,600-39,100 + GP Rs.5,400 ) or equivalent; or; iii) With Five years combined regular service in the scale of Rs.7,500-12,000 (Prerevised) and Rs.7,450-11,500 (Pre-raised) Revised Scale PB-2 Rs.9,300-34,800 + GP Rs.4,800 or equivalent; or; iv) With Six years regular service in the scale of Rs.6,500-10,500 (Prerevised) Revised scale PB-2: Rs.9,300-34,800 + GP Rs.4,600 or equivalent.
    3. Nature of Experience:- Judicial/Quasi-judicial legal matters including proceedings, petitions, pleadings, listing the case law etc .

PAY AND ACCOUNTS OFFICER:

    1. Qualifications :- Graduate Degree preferably in Commerce
    2. Qualifying Service:- i) Holding analogous post on regular basis; or; ii) With Six years regular service in the scale of Rs.5,500-9,000 (Prerevised); Revised scale PB-2: Rs.9,300-34,800 + GP Rs.4,200 or equivalent or iii) With Four years regular service in the scale of Rs.6,500-10,500 (Prerevised) Revised scale PB-2: Rs.9,300-34,800 + GP Rs.4,600 or equivalent  or. iv) With combined Three years regular service in the scale of Rs.7,500- 12,000 and Rs.7450- 11,500 (Pre-revised) Revised scale PB-2: Rs.9,300-34,800 + GP Rs.4,800 or equivalent.
    3. Nature of Experience:- Having knowledge of Central Government Accounting procedure such as the procedural details for budget, drawing and disbursement, receipts and payments, Statutory recoveries, funds etc. their accounting and financial control .

SELECTION PROCEDURE FOR CENTRAL ELECTRICITY REGULATORY COMMISSION (CERC) – BENCH OFFICER, PAY & ACCOUNTS OFFICERS POST:

    1. Candidates can apply on or before 06/02/2015

Instructions:

    1. Apart from basic pay and grade pay, the posts carry Dearness Allowance, HRA, Transport Allowance etc. at the rates applicable to Central Government officials from time to time.
    2. Fixation of pay/deputation (duty) allowance shall be governed by the instructions issued by Department of Personnel and Training from time to time.
    3. Maximum age limit is 56 years on the last date of receipt of applications.
    4. The facility of retention or allotment of Government Accommodation is available at present. Moreover as per CERC (Leased Accommodation) Regulations, 2007, Leased accommodation for lease rental up to 60% of Basic pay and Grade pay would be permissible if opted, subject to the conditions laid down therein.
    5. The posts mentioned in Annexure-I are exempted from the principle of immediate absorption.
    6. Medical re-imbursement through Authorized Medical Attendants is admissible as per the CERC (Indoor/Outdoor Medical facilities) Regulations, 2005. This is in lieu of the CGHS, if opted for the same. The normal period of deputation/short term contract as per the Recruitment Rules of the posts is five years. As per the CERC (Recruitment, Control and Service Conditions of Staff) Regulations, 2007 as amended from time to time, “short term contract” means appointment of officers from PSUs/Autonomous Bodies etc.
    7. Persons appointed to CERC shall be governed by the terms and conditions of Department of Personnel and Training’s O.M. No. 6/8/2009-Estt (Pay-II) dated 17th June, 2010 read with Central Electricity Regulatory Commission (Recruitment, Control and Service Conditions of Staff) Regulations, 2007 as amended from time to time.
    8. CERC reserves the right to keep any or all of the posts unfilled depending on the circumstances prevailing at the time of selection.
    9. Copy of all the Regulations mentioned above are available in the CERC’s website.
    10. Mere fulfilling of eligibility criteria shall not bestow any right to be called for interaction. Only short- listed candidates shall be called for an interaction.
    11. Relaxation in essential qualifications / experience can be considered by the competent authority in deserving cases.
    12. Other Backward Classes/Scheduled Castes/Scheduled Tribes candidates would be given preference while all other conditions are fulfilled
