Context Recognizing the importance of the maritime sector in the economic growth, Sagarmala project has been launched for achieving rapid capacity expansion and modernization of Sea ports along India’s coastline, development of Inland and coastal navigation with the aim of promoting “port-led development.” Presently, the growth of India’s maritime sector is constrained due to many developmental, procedural and policy related challenges viz. involvement of multiple agencies in development of infrastructure to promote industrialization, trade, tourism and transportation; presence of a dual institutional structure that has led to development of major and non-major ports as separate unconnected entities; lack of requisite infrastructure for evacuation from major and non-major ports leading to sub-optimal transport modal mix; limited hinterland linkages that increases the cost of transportation and cargo movement; limited development of centers for manufacturing and urban and economic activities in the hinterland; low penetration for coastal and inland shipping in India; limited mechanization and procedural bottlenecks and lack of scale, deep draft and other facilities at various ports in India. The Union Cabinet has give in principal approval for the concept and intuitional framework of Sagarmala Project.

Objectives Ministry of Shipping recognizes the need for actively engaging and involving State Governments and relevant planning agencies at the state level into Sagarmala from the initial stages. The institutional framework of Sagarmala envisages setting up of State Sagarmala Committees (SSCs) at the State level. In addition a Task Force is being set up for working with State Governments and for dissemination of knowledge and information regarding Sagarmala and for providing recommendations for development of maritime activities in States. A community Development Fund is also envisaged for undertaking local interventions for undertaking local interventions for strengthening economic development (skills, employment, generation) of coastal communities, which would be undertaken mainly through State Government. While the Sagarmala initiative is being driven by the Ministry of Shipping, a large number of the initiatives would be implemented through individual State Governments. Some examples of such initiatives would include road connectivity to/from ports, marine tourism development, development of Coastal Economic Regions (CERs), Skill development and promotion of livelihood in coastal districts. While the major focus would be on the maritime states and UTs ( Andhra Pradesh, Andaman &Nicobar, Goa, Gujarat, Karnataka, Kerala, Lakshadweep, Maharashtra, Odisha, Puduchery, Tamil Nadu, West Bengal), some non coastal states would also be participating in specific Sagarmala Projects ( e.g hinterland connectivity, dry ports, multi modal logistics parks etc). A Sagarmala Cell is set up in the Ministry for effective planning and coordination of initiatives under Sagarmala. While the Sagarmala initiative is being driven by the Ministry of Shipping at an overall level, skill development and livelihood programs for the local community need to be prepared. Some examples of such projects would be identifying gaps in local labour market for ship building industry, reviewing & developing training modules, identify skill development programs for gainful employment of coastal community. Ministry of Shipping recognizes the need for identifying skill gaps in the local labour market, capability building of local community, providing institutional system support. A Community Development Fund is also envisaged for undertaking local interventions for strengthening economic development (skills, employment generation) of coastal communities, which would be undertaken mainly through State Governments. Positioning an Advisor, Skill Development and Livelihood Program, in Sagarmala Cell is envisaged with the intention of ensuring that a capacity building and livelihood program is developed for implementation under Sagarmala Project.

Role  Establish and embed a shared vision and strategy for development of coastal community ( industrial development, tourism and hospitality development, self employment generation – fishing, palm cultivation)  Create an integrated strategy for skill development & livelihood Program of the coastal community 1. Identify skill gap matrix consistent with CER master plan. 2. Identify skill development schemes of the Central Government, State Government, Industry bodies 3. Coordinate with Skill development agencies (NSDC, Industry bodies, State Governments, agencies) for preparing the skill development calendar for the region. 4. Monitor implementation of the programs and ensure quality assurance. 5. Prepare budget for skill development and monitor disbursement of funds/ grants

Relevant experience  Retired State/Central Government Official with minimum 6years of JS/AS level experience in managing/handling of state and National level large scale skill development/Poverty Reduction/Livelihoods program.Experience in social Sector/Social Mobilization Poor/Rural Project Implementation will be given preference.

Age Limit- Maximum age limit is 65 years.

EmolumentsPension of the retired Government Servant will be deducted from the salary payable as per extant rules of re-employment of retired Government Servant.
