Detail of  United Nations Development Programme (UNDP) Consultant Recruitment:

Duties and Responsibilities
As part of Safe Cities program, assist in monitoring and undertaking comprehensive technical review of Violence against Women (VAW) legislations for their effective implementation in N.C.T Delhi;

Provide technical inputs from a gender perspective on behalf of the Commission on references made by other Commissions on policies, programmes and legislations which are proposed, having a bearing on the empowerment of women;

Assist the DCW in undertaking research on issues affecting women safety in Delhi;

Undertake research and draft recommendations on strengthening DCW’s existing program’s viz. Sahyogini, Mahila Panchayats, Rape Crisis Cell, Mobile Help Line and Pre Marital Counselling Cell;

Develop and propose recommendations for effective implementation and monitoring of programmes of the DCW that provide institutional support to women in difficult circumstances, including women facing gender-based violence to ensure greater access by needy women to these schemes and programmes, as well as programmes to strengthen implementation of existing laws on violence against women;

Assist the Commission to frame awareness campaigns to create safer public spaces for women;

Assist DCW in creating awareness on new provisions of the Criminal Amendment Act 2013, like acid attack, sexual harassment, voyeurism and stalking as these have an important bearing on Women safety in public spaces;

Work on securing safety, welfare and rehabilitation of women who are trafficked and forced into sex trade and bonded labour;

Develop and propose recommendations for effective prevention of trafficking;

Prepare briefing notes and updates on the status of women in N.C.T Delhi;

Prepare periodic progress reports of the work undertaken by the DCW;

Work closely with UN Women and civil society partners of the Safe Cities project in knowledge management and documentation, as per project requirements;

Any other work assigned from time to time.

Deliverables & Reporting Obligations

Monthly detailed and comprehensive narrative report of all activities undertaken (as part of the report include templates & plans developed, anecdotes that capture the process, partnerships, best practices and lessons learnt, photographs, press coverage, questionnaires, human interest stories, lists of participants, key strategies and recommendations) in hard and soft copy will be submitted to UNW with an acknowledgement of UN Women’s technical support to the Delhi Commission for Women.

Required Skills and Experience
Education :

Minimum Bachelor’s degree in a relevant field is mandatory;

Qualifications in women’s human rights, international studies, or any other related discipline is desirable.

Experience :

2 years of professional experience with work on gender issues is desirable;

Working knowledge and experience of working with National /State Government is desirable;

Excellent analytical writing, presentation and documentation skills required. Should be well versed with the use of computers and its programmes / applications.Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spread sheet and database packages.
