Duties and Responsibilities

Under the overall guidance and direct supervision of UN Women National Officer in Bhutan, the Consultant is expected to develop a training manual on Gender Responsive Governance which is relevant for local government functionaries and elected representatives in Bhutan, reflecting their training needs and to train the relevant target group of stakeholders in a TOT mode.

Thrust of the Assignment

UN Women expects the consultant to come up with comprehensive framework of capacity building pertaining to the gender responsive governance in Bhutan. We expect a high quality training module consisting of all aspects pertaining to the training needs of stakeholders with a gender perspective and their access to resources and governance institutions; information about the legislations, policies and programmes in place. In fact, the design of module would become the benchmark document for review and evaluation of efficacy of trainings on gender responsive governance imparted to the stakeholders later. Hence, it should be a comprehensive one covering aspects like ending violence against women, gender equality and women empowerment among others.


Training Manual on Gender Responsive Governance;

Train a small group of relevant local government officials on GRG;

A final report of the training conducted by the consultant/trainer.

Payment Schedule:

Upon submission of TOT module format – 50% Payment;

Draft report of workshop – 50% Payment.

Minimum of 8-10 years of experience in providing trainings on Gender Responsive Governance or gender at the local government level;

Experience in developing similar training modules of governance and/or development projects and an understanding of social, economic and political processes pertaining to governance;

Very strong understanding of the governance issues in India and Bhutan and participatory training methodologies, skills and training of trainers (TOT);

Experience in designing training modules and using the same for capacity enhancement in a professional manner and finally improving the functioning of trainees;

Ensuring the quality of content in training modules with latest laws, policies and programmes and other relevant information;

Compilation and use of data and information in a meaningful way is essential;

Experience in using participatory, gender sensitive methodology in preparing the trainee friendly module.
