Duties and Responsibilities The Individual Consultant will work under the overall supervision of the Emergency Analyst, Energy & Environment Unit, UNDP-India. He/she would be responsible for carrying out the following tasks: Review and revision of SDMP:Carry out a review of existing State Disaster Management Plans (SDMP) with a view to assess comprehensiveness in terms of multi-hazard risk mitigation & preparedness, clarity of roles & responsibilities, operational efficiency and appropriateness & practicality in aftermath of a disaster; Review other contingency plans, procedures, guidelines, reports etc. that could be relevant for SDMP; Review HRVA Report in respect of the State and incorporate relevant parts in the SDMP; Identify gaps in the existing SDMP and provide specific recommendations on addressing the gaps established during the review process to update the SDMPs; Prepare check-lists and guidance notes that will inform the SDMA/Revenue Department on how to review and revise the SDMP in future; Prepare background notes and agenda for Consultation Workshops for revision of SDMPs with key stakeholders at State level; Coordinate and facilitate in organizing the Consultation Workshops for revision of SDMP; Present findings of the review in the Workshop and solicit feedback/suggestions from the participants; Prepare Report of Consultation Workshops with recommendations/suggestions; Revise SDMP duly incorporating HRVA and all suggestions and recommendations of the Workshops; Submit the draft SDMP and obtain feedback from the SDMA, UNDP and concerned authorities of the State Government; Submit final versions of SDMP to the SDMA/ UNDP after duly incorporating feedbacks/ suggestions received from SDMA, UNDP and concerned authorities of the State;

Education: Masters in Social Science/Management/Planning and/or related development studies.

Experience: Minimum 10 years’ experience in disaster risk management, emergency/crisis management or related discipline; Proven experience of undertaking similar assignments; Experience in working with Government/ UN / International organizations will be preferred.

Language: Fluency in oral and written English is required; Proficiency in Hindi is desirable.

Payment Schedule:  On submission of review report of the SDMP and Draft Template of Departmental DM Plans – 25%; On submission of Consultation Workshop report and final version of Template of Departmental DM Plans – 25%; On submission of draft revised SDMP – 25%; On submission of final revised SDMP – 25%. Documents to be submitted:
